Integrating universal health coverage in the pandemic treaty would make it an innovative international agreement to deliver on health for all.
The World Health Assembly agreed in December 2021 to develop a global treaty to strengthen pandemic prevention, preparedness and response. Ahead of the treaty negotiators’ first meeting, UHC2030 is pleased to share a new policy brief:

The World Health Assembly’s treaty decision highlights ‘the need to address gaps in preventing, preparing for, and responding to health emergencies, including . . . strengthening health systems and their resilience with a view to achieving universal health coverage.’
The policy brief therefore looks at how universal health coverage (UHC), public health and resilient health systems could feature in the treaty. Starting with solidarity and equity, it sets out why and how UHC is aligned with the treaty’s goal; existing commitments and recommendations to build on; and practical opportunities to address these issues – including a checklist for negotiators.
The policy brief was published as part of the Governing Pandemics initiative at the Global Health Centre, Graduate Institute of International and Development Studies, Geneva.
