A new health system framework for performance analysis

How to strengthen health systems towards universal health coverage

To help countries develop evidence-based health strategies to accelerate progress towards universal health coverage, including in COVID19 recovery and renewal efforts, countries need a clear understanding of the drivers of health systems performance.

WHO and the European Observatory on Health Systems and Policies have now launched Health system performance assessment: new framework for policy analysis. This builds on work with UHC2030’s Health Systems Assessment technical working group.

The new HSPA for UHC framework provides a conceptual orientation for analyzing the performance of health systems, which i) allows policymakers to analyze the impact of health systems bottlenecks on health systems outcomes and goals; and ii) enables more coherent and aligned presentation of results from different health systems assessments, supporting harmonization of different assessment efforts.
