This paper discusses the role SWAps have played in influencing national health policy, expenditure and institutional frameworks. It examines the interaction between SWAps and priority programmes, and comments on the future of SWAps and global health initiatives.
Sector-wide approaches (SWAps) in health were developed in the early 1990s in response to widespread dissatisfaction with fragmented donor-sponsored projects and prescriptive adjustment lending. This paper discusses the role SWAps have played in influencing national health policy, expenditure and institutional frameworks.
